This qualification is for those who want to build on a Further Education and Training Certificate from another field to enter the field of ODETD as a potential career, and have little or no previous exposure to Education Training and Development. The qualification will also be valuable for those who may have been practising within the field, but without formal recognition. This qualification will be useful for Assessors, Facilitators of learning programmes, Learner and learning supporters and Skills Development Facilitators.


Programme Outcomes

At the end of this qualification learners will:

  • Communicate in a variety of ETD settings;
  • Design and develop learning programmes and processes;
  • Facilitate and evaluate learning;
  • Engage in and promote assessment practices;
  • Provide learning support to learners and organisations; and
  • Conduct skills development facilitation.

Course Overview



This qualification is aimed at Managers, HR practitioners and Learning & Development
practitioners across a variety of workplace environments and those who consult in
these fields. The programme is structured around four study blocks or modules
(three to five days each).  Candidates can participate in any one module and then, at a later date, enrol in any further module as and when suitable in order to complete the qualification and have marketable skills immediately.

After the program learners will be able:

  • Demonstrate knowledge and critical understanding of municipal finance issues, and their areas of focus in particular.
  • Apply economic principles to municipal finance management.
  • Assess foundations and principles of municipal practice.
  • Implement well-grounded and systematically developed principles in municipal financial management.
  • Proffer solutions to municipal service management and delivery problems.
  • Engage with the broader field of municipal finance management.
  • Support as a strategic management leader in the field of municipal finance management.
  • Contribute to others' understanding of current and emerging municipal finance issues.
  • Demonstrate responsibility and adaptability as a professional in a municipality setting

Entrance requirements:

Enrolment requirements that apply to candidates who wish to complete this qualification:

  • A minimum of two years of work experience
  • Applicants must be employed or plan to be employed in an environment within which the learning can be applied

Submission of a portfolio of evidence documenting application of skills in the workplace + knowledge questionnaire + evaluation of presentations. The assessment includes all fundamentals, core and elective unit standards required for the full certificate.

Learners will be Assessed by ETDP SETA’s accredited assessors and moderators.



Module 1: Communicate in a variety of ETD settings

  • Sustain oral interaction across a wide range of contexts and critically evaluate spoken texts
  • Write and present for a wide range of purposes, audiences and contexts

Module 2: Design and develop learning programmes and processes

  • Demonstrate understanding of the outcomes-based education and training approach within the context
    of a National Qualifications Framework
  • Define target audience profiles and skills gaps
  • Develop outcomes-based learning programmes

Module 3: Facilitate and evaluate learning

  • Facilitate learning using a variety of given methodologies
  • Evaluate a learning intervention using given evaluation instruments
  • Conduct an analysis to determine outcomes of learning for skills development and other purposes
  • Design outcomes-based learning programmes
  • Devise interventions for learners who have special needs

Module 4 : Engage in and promote assessment practices

  • Conduct outcomes-based assessment
  • Conduct moderation of outcomes-based assessments

Module 5: Provide learning support to learners and organisations

  • Guide learners about their learning, assessment and recognition opportunities
  • Assist and support learners to manage their learning experiences
  • Demonstrate understanding of the concept of human rights and democracy and its application in society

Module 6: Conduct skills development facilitation

  • Provide information and advice regarding skills development and related issues and Conduct skills development administration in an organisation
  • Coordinate planned skills development interventions in an organisation and Develop an organisational training and development plan
  • Promote a learning culture in an organization, and Evaluate and promote education training and development (ETD) providers, services and products for organisational use
